Austin advances up to $33 million in financing to renovate Elm Ridge, a 130-unit affordable complex on Airport Boulevard

Austin Business Journal · Oct 12, 2026 · City of Austin / AHFC notice · Sept 17 · Groundbreak project file

Alongside that market-rate trade, I’m watching preservation capital on the east side. The Austin Business Journal reports that City Council approved up to $33 million in bonds for Elm Ridge Preservation LP to renovate the 130-unit Elm Ridge Apartments at 1190 Airport Boulevard. An Austin Housing Finance Corporation public-hearing notice described notes whose proceeds would be loaned to Elm Ridge Preservation LP for leasing, acquisition, rehabilitation, and equipping of the project for low-income individuals and families, with a maximum aggregate face amount of $33 million. Groundbreak’s project file lists the rehab as approved, tracks about 87,068 square feet across two stories on roughly 6.4 acres, and notes active August 20 building permits for kitchen and bath remodels, HVAC, attic insulation, exterior cleaning, and accessibility work, with Paragon Construction as contractor. In a market still digesting new supply, keeping older affordable stock online matters as much as entitling the next tower.

Planning Commission meets at 6 p.m. on a roughly 545-unit mixed-use plan at North Lamar and Beaver Street; outcome still ahead

City of Austin Planning Commission · meeting Oct 13, 2026, 6:00 PM · staff report

I flagged this yesterday as tomorrow’s item, and tonight is the night. The City of Austin staff report for case NPA-2026-0026.01 says applicant 8609 N Lamar LLC, represented by Drenner Group, is proposing approximately 545 multifamily rental units — some meeting DB90 affordability requirements — with ground-floor commercial along North Lamar Boulevard. The plan amendment covers 1.0275 acres on Beaver Street and would change future land use from Single Family to Mixed Use, alongside related zoning case C14-2026-0030 seeking CS-V-CO-DB90-NP on the Lamar-facing land and LO-DB90-NP on the Beaver Street lots. Staff supports Mixed Use; the site is used today for auto-related purposes and sits near a planned light rail station. The meeting is at Austin City Hall at 6:00 p.m., so I’m refreshing this morning before any vote is reported. I’ll update once the recommendation lands.

Tomorrow’s TWDB update to the governor is the next state checkpoint, as Taylor’s agreement locks in reclaimed-water cooling and a TCEQ wastewater-permit withdrawal

Office of the Texas Governor · Sept 14 · City of Taylor project page · CBS Austin · Oct 12

With Taylor’s campus approved, the calendar still runs through state agencies. Gov. Greg Abbott’s Sept. 14 directive requires the Texas Water Development Board to update the governor’s office by Oct. 14 on enforcement of data-center water-use survey compliance, and he previously asked TCEQ for a compliance update by Oct. 19 while ERCOT works toward a December audit filing. On the local side, the City of Taylor’s project page for the 664-acre Taylor Technology Campus spells out what Big Watt Digital and PowerHouse agreed to after the Oct. 8 council vote: a closed-loop cooling system using reclaimed water with an initial fill volume of 1.575 million gallons for the entire site, wastewater designed under Chapter 29 of the city code, payment for utility lines to city systems, and withdrawal of their TCEQ wastewater discharge permit application. CBS Austin’s Oct. 12 recap also notes $28.2 million in community investments and a developer-commissioned estimate of $1.38 billion in tax revenue for Taylor over 20 years. For landowners along US 79, the underwriting now includes both city covenants and those state report dates.

Georgetown keeps trading: William’s Landing, a new 14,777-square-foot retail center on Williams Drive, sells all-cash, while Vertiv expands past 120,000 square feet at Georgetown Logistics Park

Marcus & Millichap · Sept 30, 2026 (posted Oct 5) · Texas Construction Hub · Oct 8

Closer to my Leander office, two Georgetown deals caught my eye. Marcus & Millichap announces the all-cash sale of William’s Landing at 3920 Williams Drive, a newly built 14,777-square-foot, eight-suite retail center on 1.87 acres completed in 2025; tenants include Einstein Bros. Bagels, Little Caesars, and dental, fitness, and service users, and the buyer is an out-of-state institutional real estate investment manager. Separately, Texas Construction Hub reports that Vertiv, the data-center infrastructure supplier, has expanded its Georgetown footprint with more than 120,000 square feet at Georgetown Logistics Park, a Stonelake Capital Partners industrial park near I-35 and SH 130. That occupancy follows Vertiv’s earlier local liquid-cooling acquisition and fits the same supplier-corridor story as TSS’s large Berry Creek lease earlier this month. Retail that already has rooftops nearby and industrial space feeding the AI/data-center supply chain are both finding buyers and tenants north of Austin.

Carrying forward: CityView’s 475-unit Loop 360 redevelopment, Google’s Sail Tower renovation, Leland’s 45% pre-sales, and Related’s One Lady Bird Lake tower underway

Groundbreak · Oct 11 · Statesman · Oct 11 · Groundbreak · Oct 4

A few stories from the past several days still frame the week. Groundbreak reports that AREIT City View LLC won approval to redevelop the CityView office complex at 1120 and 1122 South Capital of Texas Highway into roughly 475 mixed-use residential units under DB90, while Cousins’ Sail Tower downtown is getting a $25 million office and amenity renovation under an Aug. 11 TDLR filing. The Statesman reports Intracorp’s Leland South Congress is underway on a $173 million BGO construction loan with 45% of its 265 condos already pre-sold. And Groundbreak confirms Related Companies has started construction on One Lady Bird Lake, an 18-story, 298-unit mixed-use tower at 151 S. 1st Street with completion expected in February 2028. Office repositioning, condo demand on South Congress, and waterfront rental/condo product are all moving at once.

Also watching: Samsung’s $10.9 billion impact report, The Kent near The Domain, Blue Origin in Hutto, Protec PV in Georgetown, and CBRE’s Q3 figures

Samsung Austin Semiconductor · Oct 7 · Groundbreak · Oct 11 · Community Impact · Oct 8 · Austin Business Journal · Oct 9 · CBRE Research · Oct 8

Quick carry-forward from last week’s anchors. Samsung Austin Semiconductor says its Austin and Taylor campuses put $10.9 billion into the Central Texas economy in 2025, with the Taylor fab expected to be operational by the end of 2026. Groundbreak reported permits for The Kent, HPI’s 396-unit project at 2631 Kramer Lane. Blue Origin’s roughly 1.3 million-square-foot Constellation Park in Hutto and Protec PV’s 82,000-square-foot lease at Berry Creek in Georgetown keep adding to the industrial story north and east of Austin, and CBRE’s Q3 figures — 23.6% office vacancy and 9.77 million square feet of industrial leasing year to date — remain my reference point.
